I answered an ask from @evil-city describing my process earlier today, but I'm not sure it was very clear. I have included screenshots under the cut of what exactly I did.

How did you manage to do a Des-swap edit with a low quality screenshot? I couldn't do it properly last time I tried
To avoid dealing with upscaling/stretching artefacts, I starrted by ripping the cutscene from the game and screenshoting the frame I wanted.
Drew in an outline with a ~1.5 px brush. Blocked in colours underneath. Then went over the outline with a lower opacity ~1.5 brush to partially erase/blur the boundary between lines and colour.
Then increased the size of what I drew, rotated it to displace some pixels, then resized it back to (more or less) the original position. Added in some HSV noise, then partially erased some of it. Aand I think that was everything.
Sorry, I'm not sure that was the greatest explanation so let me know if you have any more questions. Maybe when I make another one, I will screenshot my steps.
