🔍 Key Legal Updates (Decree 175/2024/NĐ‑CP)
• Decree 175/2024, effective from late 2024, provides detailed guidance on design, appraisal, and approval of construction designs (including foundations) under the 2014 Construction Law and the 2020 amended version.
• Foundation design is part of the technical design after the basic design stage and must follow the process: survey → design → appraisal → approval → permitting, under the authority of provincial People’s Committees or the Ministry of Construction.
• If the basic design was approved before the decree took effect, and the structural solution (including foundation) remains unchanged, it can still be used without re‑appraisal.
• Design adjustments that do not change the main structural solution (e.g. the type of foundation) may be appraised by the investor. But if the main structural solution changes, re‑appraisal is mandatory.
🧱 Key Foundation Design Guidelines
• Must comply with TCVN 14177‑1:2024 (concrete structures) and TCVN 9362:2012 (foundation design).
• Geotechnical survey is mandatory: soil type, density, bearing capacity, and choice between isolated, strip, raft, or pile foundations.
• Three bases of design: geotechnical & hydrographic survey, climate conditions, and experience from similar projects.
• The foundation drawing must include: dimensions, depth, construction method, materials, and soil treatment solutions (if ground is weak).
