I actually found this one through the Web Design Museum, a site similar to Archive.org's Wayback Machine which hosts snapshots of websites as they looked years before. Each snapshot even has dedicated links to where they're uploaded on Archive.org/the Wayback Machine itself!
The Web Design Museum also has a collection of flash games hosted directly on their site (as well as linked to Archive.org/the Wayback Machine), completely revived by Ruffle (and maybe other emulators, not sure)! The 'Creative' subcategory even has a few dress up games and character creators, this being one of them!
This is actually a game originally created and uploaded to DeviantArt by geN8hedgehog in 2008 (which happens to be the exact or near the same year as a lot of the Y8 flash games I've posted about here so far)! Honestly, DeviantArt might be a gold mine of content for old dress up games itself just because a lot of old artists from the 2000s (and maybe 2010s) are inactive and flash content can no longer be played directly on DeviantArt itself unless you're able to download it and view it via an SWF player. Luckily, I have the Elmedia player on my Mac!
I may or may not have played this game as a kid, although I do remember vividly playing a similar game by the same creator where you dressed up a full-body chibi character. I should find that one...
Oh, and the characters I made are myself (brown hair and glasses), my childhood OCs Charlotte (black hair) and Becky (blonde ponytail), and (just for fun) Princess Peach from the Mario games!
By the way, I managed to find this 'secret screen' through downloading the game itself and using my SWF player. I'm not sure what you have to do/click on to access this screen within the game itself, but it's cute!! (Yeah, this artist also makes Sonic stuff, including Sonic character creators. As a matter of fact, a few of their Sonic persona/furry doll makers are hosted on the Web Design Museum, but..... I'm not a furry/anthro characters aren't my thing so I won't be playing them. :P)
