The closest ID I could find, is that this fly may be apart of the Senostoma genus (perhaps Senostoma longipes, or Senostoma punctipenne).

A tachinid fly (Dexiinae sp., family Tachinidae) licking a leaf of bushkiller (Cayratia japonica, family Vitaceae) with the extended proboscis. Since there were no drops of morning dew, the leaf was probably stained with aphis' honeydew. Early-September 2010 in Japan.
