This is Bootsy, or Hal in the english dub.

The following facts will be stated as if they actually happened. They Didn't.

-He appeared in Dynamite Headdy 3Dx: Maruyama's Great Return, filling a similar role to Fingy in the original (being 1 step ahead and a bit mysterious), and eventually becoming playable.

-He is definitively male in the US and PAL releases, but in the Japanese release, there's an optional marriage cutscene where he's the femme. When asked about this, Koichi Kimura stated that he simply doesn't care about social roles.

-I originally designed him to be the Shadow to Headdy's Sonic, but he ended up more Knuckles.

-Side note, but his feather hair thingy is only curly like that on special occasions, such as the aformentioned wedding cutscene.

-An injury he gets from Maruyama about halfway through the game, for whatever reason, gives him ESP. This injury was not on his head, but for some reason, he now gets splitting headaches, and of course has extrasensory perception.
