After the rebellion, Victoria and her family were slightly more well off than others, however her husband and daughter were picked for the games. To make sure their behaviour didn’t spark any anger from the Capitol. Their family being assassins meant that they should both survive till the end, to which Victoria would work to make sure an exception would be made so her family could return home.
