Boy I hope it's a flashback too. My guesstimated timeline already has Emerald four years older than the Sinnoh Trio, I reeeeally don't wanna add another five or so years to that.
I bet the exact timeline probably isn't gonna revealed until the updated SM chapter...oh dear, if that isn't a flashback, and Kusaka is deadset on making them blood sisters and not retconning the "only daughter" line, Moon might not have been born until after the Platinum chapter.
...well, it's not like siblings with 13+ year age gaps don't exist...
