The Office of Global Intergovernmental Affairs and the Bureau of Diplomatic Security co-hosted a Symposium on Security for Major Sporting Events in New Orleans, April 30-May 1, to advance U.S.-Brazil state and local cooperation. On the sidelines of the 2013 World Cultural Economic Forum (WCEF), co-hosted by Mayor Landrieu and the U.S. Conference of Mayors, the two-day Security Symposium convened security officials from the Brazilian states which will host the 2014 World Cup Games. Officials from eight U.S. federal, state, and local law enforcement agencies responsible for the organization and support of Super Bowl XLVII in New Orleans shared best practices on the coordination of the largest annual sporting event in the United States. You need to be very adaptable, to enjoy living in foreign countries and change them every three years at the most, to be good at foreign languages and know how to operate in foreign cultures, and in unfamiliar and sometimes dangerous environments. You also have to be a self-learner and a quick study, because training in the service is minimal and proper professional development doesn't even exist. More specifically, you have to be an excellent writer, analyst, negotiator, advocate and communicator, with broad knowledge and understanding of how the host country works, and have ability to quickly acquire basic expertise in a new field.
US diplomat Anne Smedinghoff, 25, was killed in the field in Afghanistan last weekend. We've covered issues of diplomatic security and the evolving Foreign Service before, so for today here's an apropos interview with Nicholas Kralev on the new face of American diplomacy, and a personal reflection on Smedinghoff's ambitious young life.
Where Does The Buck Stop On Libya?
White House Press Secretary Jay Carney Refuses To Say That The Buck Stops With Obama In Matters Of Diplomatic Security. FOX NEWS’ ED HENRY: “Can you say on Libya, that basically the buck stops with the State Department on security then, it doesn’t stop at the White House?” WHITE HOUSE PRESS SECRETARY JAY CARNEY: “Well that’s an unartful, made for television phrasing, Ed. But the fact of the matter…” HENRY: “So you’re saying it’s up to the State Department, that the President can’t, that basically, he doesn’t make those assessments, is what you said the first time.” CARNEY: “There are thousands of diplomatic personnel across the world. There are countless facilities around the world. And I am saying when it comes to the number of personnel who are in place at consulates and embassies and other diplomatic facilities around the world, those decisions are appropriately made at the State Department by security personnel. When it comes to funding, yeah, this president fights to make sure that embassy security and diplomatic security is adequately funded and make sure that that funding is restored when efforts on Capitol Hill are made principally by House republicans, including Congressman Ryan to slash it in order to cut taxes for the wealthiest 2% in this country. You bet that’s the President’s responsibility and he has demonstrated that he’s kept that responsibility.” (White House Press Briefing, Washington, DC, 10/12/12)
“You can protect people where they work by building more fortified embassies. [...] But how do you protect them all the time, in all places?”
-- Anthony C. E. Quainton, a former assistant secretary of state for diplomatic security in Diplomats Pulled 2 Ways, Between High Walls and Open Doors
“When you have someone storming the compound, it takes more than just the facility. [...] It is meant to slow down the attack to give time for the host government to come in with a more adequate response.”
--Charles Michael Johnson Jr., the G.A.O.’s director of international counterterrorism and security assistance issues. Diplomats Pulled 2 Ways, Between High Walls and Open Doors
