This is not hyperbolic rhetoric. According to the bill itself:

“Not more than 50 percent of the amounts appropriated to the Department of State for fiscal year 2017 under the heading ‘Embassy Security, Construction, and Maintenance’ may be obligated until the Secretary of State determines and reports to Congress that the United States Embassy in Jerusalem has officially opened.”

It gets worse: In 2018 and 2019, all of the the amounts appropriated under “Embassy Security, Construction, and Maintenance” may be spent “only for construction and other costs associated with the establishment of the United States Embassy in Jerusalem.” So funding for security at every single U.S. embassy in the entire world will be reduced to $0.

Naturally, the five Republican Senators sponsoring this bill were among those screaming loudest about the level of security at the U.S. Embassy in Benghazi, supporting multiple expensive investigations and doing their best to blame the Obama administration and then-Secretary of State Hillary Clinton.

Now here’s the interesting bit: This law isn’t entirely new.

Back in 1995, Congress passed the Jerusalem Embassy Act of 1995. It became law automatically without President Clinton’s signature (or veto). Section 3(b) of the Act provides that the State Department can have only 50% of  the funds appropriated for “Acquisition and Maintenance of Buildings Abroad” until the Jerusalem Embassy opens. Section 4 provides that none of the funds appropriated for “Acquisition and Maintenance of Buildings Abroad” in 1996 and 1997 can be spent on anything other than the Jerusalem Embassy.

Section 7 of the 1995 Act, however, provides that the President can repeatedly suspend these limitations, six months at a time, if he determines “that such suspension is necessary to protect the national security interests of the United States.” This “PRESIDENTIAL WAIVER” section is the reason these funds have never actually been slashed for the past 20+ years.

So what’s changing? This new Senate Bill expressly deletes Section 7 from the 1995 Act. No more presidential waivers--if this bill becomes law, the funding will be eliminated. Security at U.S. embassies worldwide will suffer. And the Republicans who most vehemently criticized and blamed the Obama administration and Secretary Clinton for their supposed failure to increase security at the Benghazi Embassy no longer give a flying fuck about security at that or any other U.S. embassy in the world.
