This is one of those pieces of advice that seem really obvious at first, but the thing is that Haruka's a famous person with a carefully-crafted public image. As such, she experiences a huge amount of parasocial relationships every day, with people either idolizing her without learning about her as a person or scrutinizing everything she does to convince themselves that she's secretly terrible.
As such, expressing herself openly is something she does rarely, in private- and giving her the opportunity to be just Haruka, without all the baggage, as well as understanding and appreciating small details about her personality is something she appreciates.

Due to how rural Floaroma Town is, and how much the place keeps to itself, the language they speak there is remarkably different from standard Sinnohan. It is not an uncommon occurrence in the region-- some other cities and towns have their own dialect or language--, however, if someone were to show an interest in learning Floaroman, Serena would be overjoyed. There are not many instances where she gets to use it nowadays, outside of communicating with family or old friends, due to no longer residing in the town. So having another conversational partner for it? Being able to help teach someone? Those ideas really do excite her a lot.
