ADVENTURE COMICS (vol. 1) #63 (June, 1941). Cover by Jack Burnley.
Starman battles a villain called The Light, a mad scientist who has created a shrinking ray in the tale The Diminishing Ray.
However, that story was published the previous month, in ADVENTURE COMICS #62. That issue sported a cover--

--that included a scene from the story in ADVENTURE COMICS #63, The Adventure of the Earthquake Terror.
Apparently, someone in DC editorial had too many martinis at lunch and mixed up the covers.
