So, I know it's implied that the cyberman that teleported shot Missy was the Brig, but the Brig probably would have gone with Danny immediately to help destroy the clouds. It would actually make sense for the cyberman at the end to be Dr. Chang, Missy's most loyal, helping her get away.   That's why she had to kill Chang - so he could join her undead cyber-army.
