Alright, if there is one thing we all love and hate about H2O is the marine park.
No, not the park itself, but the fact that, between both shows, how come none of the mermaids got caught on camera!?
Seriously, we got nearly all the mermaids (both shows) being exposed in tanks, aquariums, dolphin enclosures and you mean to tell me that no one, besides the children witnesses, caught them? What about security tapes?
Me and @mako-and-tails-and-stuff did some talking and came up with how they avoided getting caught:
Dr. Mitchell Ross (go back to headcanon #4)
He was a lowly employee during H2O but also Cleo's boss too. Say he had enough clearance to see the CCTV security tapes and caught Cleo as a mermaid with Ronnie.
Yeah, he was pretty shocked. But then when he saw Cleo again, as a human, he realized pretty quickly that water causes the transformation and being dry leaves her human. And this definitely proves it when he catches on to Emma and Rikki (and perhaps Charlotte too) being just like her, causing all sorts of mischief in the park.
So what's a guy like him to do: Clean-up.
Say, nearly every day for nearly 3-4 years, he's constantly erasing video footage of the girls in the dolphin enclosures, Ronnie's specifically.
But that becomes his job after he overhears some kids talking about mermaids, especially a blonde one swimming in a tank, that his secret job now becomes full time when realizing the girls get caught all over the park!
And don't get him started on the panic attacks he endured when Cleo became a dolphin trainer herself.
Eventually, the girls graduate, moved away and Cleo quits, giving Mitch Ross a breather from years of video tampering, letting him finish school and eventually becoming Director in the park.
And then he meets the beautiful Rita Santos, writer of his favorite dolphin thesis and principle of the school excursion he's hosting for her school's marine biology elective. He is smitten by her is obvious, but after after a day of her acting very youthful, child-like almost, and the surprise turnaround of a dolphin adjusting well after being nonresponsive, this triggers a hint of deja vu and leads him to easily scan through the video footage and...
He realises that he was back to video tampering as he spots a mermaid in one of the ranks, and not just any mermaid, but Rita herself!
Realizing that he was only under a temporary retrieval from his secret job, he erases evidence of anything she might have been captured on.
Eventually, he catches on when her "niece", Mimmi, helps a newcomer employee, Chris, bond with dolphins (he only prays Chris had his eyes closed) and she and another girl end up causing a commotion and got trapped in a dolphin enclosure, with a crowd looking for them!
When he saw on video that mermaids have powers, he soon resigned in the inevitable that a certain type of supernatural will always be drawn to the park and he would spend a good chunk of time deleting video footage to help keep the secret.
Oh well, at least he knows he can pass on the torch to Chris when he retires.

Dr. Mitchell Ross
Basically, my headcanon to explain the actor on both shows, is that Mitch was working at Sea World Marine Park while a student in university (Major: Marine Biology). He may have had a PH.D already but was working for more.
"Mitch" was what everyone called him as an employee who wasn't up amongst the ranks.
"Dr. Ross" because his title when, over at least a decade, in canon, had passed and rose ranks to being a Director and more than 1 PH.D. It would match him up in age with Rita, who wrote the thesis on dolphins he's fond of.
