Short answer, yes other dragons can potentially steal hatchings but it’s also complicated.

Long answer, dragons in this universe (I might make more dragon content with different rules in the future) are very protective and possessive of any and all hatchlings. Dragons in this universe can be killed but don’t age so the oldest are well over 10,000 years old, but dragons yet can only lay an egg every thousand years after they’ve when they become a millennia old. So hatchlings are really rare, and therefore prized. Hatchlings are never really under real threat from adult dragons because of their inherent pricelessness. Even if a dragon found a hatchling they then didn’t wish to raise, if they gave away the hatchling, the adoptive dragon would owe a life debt in exchange. Hatchlings are no joke. So if a dragon found a hatchling that wasn’t being cared for to their standards it’s considered completely reasonable to then murder whatever adult dragon and then take the hatchling for yourself. This is an added problem with eggs they also take around a decade to hatch, and if you leave the egg for even a minute it can be seen as abandonment. Hatchlings only bond with their parents when they hatch out of an egg and thus be dragon eggs are a clean slate for any dragon to bond with. Not that you can’t bond with a hatchling whose parents you’ve murdered but it is time consuming and an unpleasant experience for all involved.
Now if you’ve read all that you might been thinking “ok Whomst but our reader didn’t hatch from an egg, they got fed a magic potion (off camera you hack boo), so how does that play into above dynamics?” To which I say yes very good memory skills go have a cookie.
So, essentially dragons are very similar to humans in that they can be very impatient, and don’t want to wait millennia before having their own hatchlings. They mentally matured at around 200 years and waiting another eight hundred often is displeasing. So, they found a very slight shortcut, an alchemy potion that could not only shape a human body into one of a dragon but also a soul. The only problem is that 1) the ingredients needed are extremely rare, expensive and guarded 2) you need dedicated instruments and equipment made of exactly the correct materials 3) the potion was such a delicate formula that the smallest mistake or flux in external factors would made you start at the beginning again. It took our dragon six hundred years to get an actual useful potion. So if does shave off a few centuries of just laying around and waiting. Also since they are human and aware it makes other dragons less likely to try and take you if you are decently bonded with your parent. So, for first hatchlings most do end going with a human transformation because it’s quicker, less likely to get stolen and also you have an idea of their personality and appearance.
