In 1992, Mirage comics tried to get a Teenage Mutant Ninja Turtles spin-off based on the Archie comics series with Ruby-Spears production. Unfortunately, there was no deal that Fred Wolf production and Ruby-Spears could work out, leaving The Mutanimals comic canceled, the characters brutally killed off. And when Mondo Gecko, Wingnut, Screwloose, and Ray Fillet (sort of) were adapted in the Ninja Turtles they were villains.
Using production sketches online, I made a banner I could see being used for commercials.
The way I see it, the Turtles would appear in the pilot, though unnamed and with different voice actors. Don't know who would voice whom, though Jim Cummings would probably reprise his voice for Leatherhead though he would probably be renamed.
