What does Phil think of Wilbur finding/kidnapping Tommy? Was he all “you’re just like your old man” or something else?
also what does he think of Tommy? What’s his opinion?

Phil is fully supportive of Wilbur’s stalking and kidnapping of Tommy, after-all he taught Wilbur the methods to use.
Wilbur was groomed and manipulated to be a mini Phil, so his conditioning is a lot different compared to Techno’s conditioning. Wilbur exhibiting the strong loyalty, obsessions, and fixation on full fledged possession of someone that Phil has himself— makes him proud knowing he raised Wilbur “right”.
So when Wilbur came to him asking for advice on how to kidnap Tommy, Phil treated it like a father son bonding moment. Akin to teaching your son how to fish in his head, where Phil shows him the strongest robes he had and explaining that it has to be planned or else something will go wrong.
As for how he thinks of Tommy?
He thinks of Tommy as his son ever since Wilbur started to talk to him about Tommy after they met at Tommy’s high school picture day, since in Phil’s mind; Techno looks like Kristen, Wilbur is a perfect mix between him and Kristen while Tommy looks like Phil.
He was content with just the two, but he is happy to welcome back his third “long lost” son into the family. But he does find Tommy annoying to deal with, so Phil tends to ignore him if Tommy gets too much.
