Cookie, in contrast to her brother, isn't a super chipper penguin by nature. She's often stressed, tired, or depressed, but masks it for others' comfort, bottling her problems until they become too much to bear.
In spite of her dark humor and frazzled demeanor, she's very kindhearted and protective of those she cares about. In her most natural, happiest state, she's silly and excitable, though often easily distracted, making it easy to see the family resemblance between her and Rookie.
🍪 -Backstory- 🍪
Rookie and Cookie are a rare find amidst penguins- not in species, but because they're twins. Surviving twins who made it to adulthood.
Rookie and Cookie's egg was abandoned, and happened to be found by Aunt arctic, who decided to bring it home with her.
Since penguins are born from eggs, which lack the stretch a mammal's womb would, there's only so much available room for a chick in there, let alone two. This means that any twin chicks are bound to hatch prematurely, usually with birth defects that make it extremely difficult for them to survive infancy.
Upon Rookie and Cookie's hatching, it became very quickly evident that something was very wrong.
Rookie had tried with all his tiny baby strength to break the both of them out of their egg, but wound up too weak to do it on his own, causing him to peep up a ruckus until Aunt Arctic carefully opened it the rest of the way for them.
And inside were two very, very small penguins! One green, and one pink. Rookie seemed healthy enough for a premature chick, but Cookie was smaller and paler than he was, shivering even when bundled, and getting sick easily.
While in a NICU, Cookie was diagnosed with a rare condition, essentially meaning that not only does she not produce the waterproofing oil nearly all penguins do by the base of their tails, but Cookie's feathers grow in brittle and misshapen, making them nearly useless at keeping out the cold arctic air, and leaving her at risk of hypothermia if she were to get damp
Not only did she have to be very well layered when going outside, but the simple act of wearing clothes would mess up her feathers, resulting in them being patchy, unkempt, and looking like a constantly-molting adolescent, leaving her with insecurities about her body image.
All this put together, Cookie didn't go outside often when she was little, but Rookie was always there to keep her company, even making up games they could play through the window when Rookie was outside.
Rookie would flop himself on top of Cookie as a baby to try and keep her warm, carrying the habit with him into adulthood. Rookie molts before Cookie does, so he's always been there to use his new feathers as an excuse to cuddle 24/7.
Once they were old enough, they both took the entrance exam for the PSA, and eventually got in, with Rookie becoming head of the communications division, and Cookie specializing in communications and stealth. Cookie began to be tasked with keeping a general eye on Herbert, and blending in with the crowd in search of anything that might be of concern.
In spite of the good life she lives, Cookie struggles with depression, made worse by stress and insecurity about her health concerns.
Through work, she met JPG, and they eventually started dating.
🍪 -Relationships with others- 🍪
Rookie - Twin brother! very close siblings. Rookie is extremely protective of her, and has been looking out for her since they hatched. Always there to try and cheer her up, or reassure her when she's insecure.
JPG - Boyfriend. Very protective, very alert. Not-so-subtly head over heels for her, but it's easy to hide his blush behind his shades.
Aunt Arctic - Mother figure! Raised the twins.
Gary - Friend and father figure (he's a father figure for all of the agents at this point)
Herbert - Friend-in-denial. Herbert pretends he doesn't care about her, but he finds they can relate to each other a lot, likely having close to the same disability making them susceptible to the cold. Cookie isn't as upbeat or perky as other penguins, which is a refreshing change for him. While he doesn't exclude her from falling victim to any of his schemes, he does go slightly easier on her.
Ex: Simply had her sit in the corner rather than freeze her during Operation Blackout

🍪 -Fun Facts- 🍪
-The offical name for the AU is the "Underbaked AU", because baking reference, a rookie baker is more likely to over or underbake something, and the twins came out underbaked (preemies!!!)
-Cookie's appearance is designed purely based on what I was wearing in Club Penguin Journey at the time, originally intended as a stand-in, but I wound up liking it so much that it both became her canon design, and also my usual fit for Club Penguin,
-Cookie stress-bakes, often winding up with a mountain of baked goods she then proceeds to give to Herbert, who then pelts her with them until she leaves.
-While Cookie works well under pressure, she's a wreck afterwards.
-Cookie has trouble preening on her own, and isn't comfortable letting anyone but Rookie help her with her feathers.
-Cookie has basically every disability I do, just like all my OCs. Audhd, anxiety, depression, ocd, etc, yayyy~
-There's a running joke between the twins that they're different colors because, since pink is the color you get when you remove green from white light, Rookie took all the "green dye" when they were in the egg.
-Cookie has three puffles. A froglike one (CPJ exclusive) named Froggit, a white one named Frosting, and a pink one named Confetti.
