TimeLord Emmet when he was new to his job and still insane he has made the mistake of destroying a TimeLine , he thought he fixed it but turns out he just made a duplicate of it, meaning he did destroy a legitimate Timeline and therefore the Twins he interacted with that time died.
They were aware of their world dissapearing so their extreme emotions and shattered souls clung on to the time Stream making them Echos of their former selves, they are honestly an anomaly at this point and aim for revenge .
