Director of the E-Pandora project, I'd say she'd count as a mad scientist since the human experimentation she takes part in results in at least one death.

Victor Frankenstein:
This version of Frankenstein, in addition to creating life, also invented immortality serum (which he used on Elizabeth to "murder her first husband with old age") and time travel (which he uses to advertise mad science services to historical figures). Having lived for over 1000 years he is bored of everything, and his main problem is his annoying neighbor Dracula. He's arrogant, insecure, amoral and emotionally unavailable to both his Creature and non-immortal sons (so, not too different from other depictions of Frankenstein).
Dr Giovanni:
Dude literally wears a plague doctor mask, and later transforms himslef into a horrifying bug monster, doesn't get more "mad scientisty" than that.

The mad scientist behind every MT Niflheim has seen. Awful to the very core; not above using human subjects and even cloning himself to create more magitek soldiers.

Dala:
A member of the Think Tank, a group of pre-war scientists who put their brains in robot bodies to continue their research, Dr Dala has 211 doctorates (including mineralogy, medical science, "humanology" and "advanced curiosity"). After hundreds of years sitting in a vat full of stimulants, Dala's intellectual interests are incredibly diverse, but her main other interest is "formography", data recordings of the human body and biological processes. The rest of the Think Tank finds this shocking and disgusting, having advanced beyond primitive fleshy human bodies.
