His novels ''Nineteen Eighty-Four'' and ''Animal Farm'' are not just part of the language, they are an important part of 20th-century literature. As evidence that Orwell's legacy endures 34 years after his death, consider that almost a dozen publishers recently bid for American rights to a book based on Orwell writings, discovered four months ago in the archives of the British Broadcasting Corporation. Arbor House won the hard-cover rights and Avon Books the paperback rights, in a joint acquisition ''We wanted that book badly,'' William Thompson, editorial director of Arbor House, said the other day.
