I keep seeing this too. Steve explicitly said SHIELD had to go, in part *b/c* of what happened to Bucky and the fact that Steve didn't know whether he could trust Fury to tell him if he had known. SHIELD(RA) went bye bye.
Yep. Horrible things were done to Bucky on their premises, right under their noses, and Steve doesn't know what forgiveness is where Bucky-related offenses are concerned.

Seriously. Dude made the explicit decision to burn the organization down; he holds them responsible for letting Bucky get tortured and brainwashed. Chances of him doing anything SHIELD-related are slim-to-none.

and why anyone, but especially steve, would EVER want to trust a newly formed shield after the whole shieldra fiasco, no matter how above board they'd be trying to be. writers why. don't do the thing. don't undermine the entire point of the movie. :(
Yeah, Steve wouldn't trust them even if they were reformed. Especially to deal with Bucky, jesus. If a newly-reformed SHIELD were holding Bucky "for his own safety," Steve wouldn't be visiting him in a cell. He would be tearing down the walls.
