Because I clearly don't have anything else to do but make a cardassian oc. (I do) (But who gives a shit). She was displaced from her family as a child in Bajor, and grew up as an orphan, staying there after the withdrawal -- at this point, Bajor is the only home she knows. But after the end of the Dominion War, she was tracked by what was left of her family and, thinking she may be useful in a society that's rebuilding itself, she decides to try her luck in Cardassia Prime.
