Femslash Question: How would Elena x Naomi/Elenaomi/Elemi come to be a couple (if you could make it happen)?

I actually have a whole long story thought out for this which hopefully someday will be developed enough for me to write it. 

But basically, Elena comes out (or people figure out her orientation on their own) about a year into the canon timeline. 

She starts flirting with Naomi bc they're good as best friends, why not as a couple? She's very subtle about it at first and Naomi actually gets a bit flustered for a while before starting to flirt back. 

They hang out more outside of the council and they go on picnics and cuddle/take siestas in the rooms throughout the castle.And it feels like they're dating long before Elena actually officially asks Naomi out. 

 TL;DR very gradually
