I’m specifically referring to engineering organizations here, so, if you’re in one, do you *actually* know where your budget goes?

When you're in "product development" mode, most of your costs savings are on the labor+tooling side. *But*, when you switch to "product delivery", most of your savings *should* be on the hosting/delivery side. So, why're you focusing on whether you can afford that laptop?
