"Oh," A young man about 19 looks up from under the hood of his hachiroku and turns around after hearing you approach, "Hey, I'm new here." He has a heavy japanese accent. He looks to be rather skinny, but you see a nice definition on his arms.
"I'm just working on my car a bit. Is that allowed here? I'd hate to be breaking any laws or rules or anything." He turns back to his car for a moment.
When he looks back up, he seems to be zoned out.

I wanted the URL @noblesse-oblige but that was taken so I creatively added an 's' to the end of it. Noblesse oblige means... well, according to Wikipedia, "(Figuratively) One must act in a fashion that conforms to one's position, and with the reputation that one has earned."
