What is the procedure for environment clearance?
The process covers aspects like screening, scoping and evaluation of the project. The main purpose is to assess the impact of the planned project on the environment and people and to try to minimize the same. Under EIA study, projects under category "A" and category "B" will obtain the clearance from MoEF&CC and SEIAA respectively.
The project owner will submit the application form 1, form 1A and Conceptual Plan/ Pre-feasibility report depending on the screening category of the project as per the EIA Notification with the help of an Environment consultant. Then an expert panel will undergo various required investigations under" Terms of Reference."
Then the project owner will submit draft-EIA to the concerned State Pollution Control Board for Public consultation
The state pollution control board then calls for a hearing with the local people and the owner. After that, the final EIA report is prepared to incorporate public hearing proceedings and submitted to MoEF&CC or SEIAA.
Finally, either of the two gives rejection or clearance to the owner.
