Bad Luck and a Bank Robber- Investigators Ehiztari & Zappa
While Makina-Hiria is known for it's notable criminal underworld and subculture, some things cross the line that the corrupt city police are willing to let happen. Needless to say, after tech conglomerates had a hostile takeover of the city's governing Board of Administrators they were quick to buy off the local Ertzaintza so as to cover their corrupt and often immoral practices all the while giving the officers free reign to racketeer with no one to stand up to them. This arrangement worked for both sides and virtually every officer is in the Board's pocket as a result. However, when the now infamous thief known as Crow began to make himself known as a major nuisance, the police quickly saw through his claims of being a vigilante of the people for his true persona as little more than a clever crook. With Crow’s 'heroics' giving the city hope and inspiration, it's unsurprising that people began to no longer tolerate the unpunished crime occurring constantly in their communities nor the police's pleading of ignorance. With the public ire laser focused on the department, the Board quickly began to put pressure on them to apprehend and expose the thief, and other upstarts, though they found little success in this endeavor and even fewer leads on an identity.
As such, the mainland took charge and brought in an officer from the criminal investigation division over in Gasteiz to assist with the case. Thus Isila Ehiztari joined the Makina-Hiria Ertzaintza as a special detective working right alongside the city's slimey Commissioner Francisco Abascal. While Abascal desperately tries to balance keeping detective Ehiztari in the loop for the case but not so much so that she catches on to the rampant corruption of his department, she has quickly gotten to her task with cold precision. She's already interrogated numerous criminals who've had run ins with Crow and has not shyed away from seeking out as much information on the city as possible, from culture to government and business and even the city's schools; nothing is off the table when it comes to pursuing her target. Unsurprisingly she's already caught on to Commissioner Abascal's unusual behaviour and is calling into question whether or not Crow is truly who she should be working to apprehend...
Alongside her is a partner in a disgraced and demoted “constable” named Marcos Zappa. An example of what happens to cops who stick to the straight and narrow, he was demoted to only the most dangerous city blocks in Residential but after surviving even that, they made him little more than a pencil pusher. He has a steeled sense of justice and is wholly uncompromising, traits which Isila finds in short supply so she deputized him to serve as her right hand man much to Abascals, and the rest of the departments, chagrin. They make an odd pair; Zappa an emotional and caring to a fault do-gooder while Isila may as well be the Terminator when it comes to the mission yet despite this they seem to only have each other in this corrupt pit of a city so form an off, yet endearing, bond in their investigation.
