Since I come from Serbia, my only solution is to make it clear to the police that they can't do what they want. make them FEAR you. This is not the answer you'd like, but it's an answer. Everybody with power like Police will abuse it.
I definitely agree the abuse of power is a very predominant pattern, especially in the PD of all levels. A lot of people are aware of this disappointing state, but because of this knowledge, said citizens are aware of the centralized issue in which the transparent limits of power need to be reinforced with some kind of regulations. Whether it is strict consequences following an incident, or preferably supervision that can avoid another lost life.Â
Many PDs need to be reminded and trained on what they can or can not do, and fear the consequences to follow if such procedures are disobeyed and/or disregarded. I think the lack of consequences, as seen with the epidemic of acquittals for officers, especially ones recorded executing illegal choke holds and problematic procedures, have reinforced the mentality that they are not only superior but above the law.Â
That’s the, or at least one problem. Now we need a solution. A successful, efficient solution.Â
What’s more effective? Reinforcing community ties and communications? Supervision? Body Cams? Training? Or Criminal Action?Â
