I agree totally about the magical government that we are showed in FBAWTFT; criminally incompetent. I just have three things to say about some of your points. Canonically Credence is 24, he likely doesn't leave because he feels that he has no where to go which is why Grindlegraves has such an easy time manipulating him. As for the Aurors killing Credence they would probably say him as a beast and not a person at the time. Not moral but by their stupid laws, legal. Last point in the next message.
As for the fact that the MACUSA doesn’t interfere with the Second Salemers abuse of children they probably don’t realize that any of the children are not no-majs. Which is their fault but since they don’t know that they are referring to no-maj legal policy at the time. The first governmental step that protected children from abuse didn’t show up until 1935. True child protection didn’t show up until 1962. So while MACUSA is bad in that point they were bad because the no-maj government was bad.

First point: I didn’t know Credence of canonically 24. Ezra Miller is 24, I believe, but since 20-something actors often play teens, and Credence’s wikia page only states he was born “before 1916″ (i.e. older than 10, so older than other obscurials), I hazarded a guess. However, I do not read Pottermore anymore, so missed any information that may have been available there, and have not read/watched any interviews about this character, so I will admit that I might be entirely wrong about Credence being a child.
Second point: I take your point here, but I don’t think it’s an excuse, since as I said, Newt, Tina and Graves (who was their boss, who they have trusted and obeyed to this point, pre-revelation) are telling them and have proven they can help Credence. It is legal, you’re right, but their laws are stupid, and this doesn’t make them any less corrupt.
Third point: I was was basing their lack of help for the Second Salemer kids off the fact Grindegraves (I love that name by the way) can tell Credence is magical from the moment he meets him, as he says; other wizards and witches no doubt could tell too. And it definitely is their fault, due to their laws, which I feel lends weight to the fact they are corrupt. I take your point about child protection, however, you are right. It doesn’t make them better people, but you’re right. As other people have said reblogging my original post, JK Rowling did an excellent job in showing the crimes of the no-maj government through the magical one.
