alright, so. WILLIAM & THOMAS MAXIMOFF, the twins WANDA MAXIMOFF, created, birthed, and were later killed and whose existences were erased completely? those children were cells in the universe; they could be seen and observed by the cosmic entity that is the UNIVERSE. the circumstances of their making may not be completely natural ( as in a course of events isn’t a natural progression ) but they were born and grew, and then died.
HOWEVER, billy kaplan & tommy shepherd? they’re not natural beings, in that aspect. especially billy, considering canon material has never really delved into who and what tommy exactly is ( except for crumbs here and there ), but i will consider Tommy as the other half of Billy’s soul, and therefore they have the same hold over the time-space continuum and reality ( something @machimoff agrees upon ), just manifested differently ; Billy describes Tommy's powers with:

as i perceive it, when the original aspects were killed, the twins returned in time to protect their essences and survive mephisto’s attack. to ensure that, william’s soul fused with the infinite entity that is THE DEMIURGE. he is an jar, so to say, a cocoon. but an infinitesimal fraction of infinity is still INFINITY. billy is not a vessel, he is the dyad of the universe ( he and tommy do form a dyad of the universe, actually, seen that they share the same soul, with wanda maximoff being the mother, the @nexusbeing: the chaos from which all is born ).
in the end, it’s easier to infer that Eternity is an aspect of Billy, a personification of one of the demiurge's creations ( the Universe, the Multiverse ) so the cosmos can also enjoy what is to be alive: which is the demiurge's utter satisfaction. he created the PHOENIX FORCE for a similar reason. Life and Fire Incarnate. i see the demiurge neither as completely benevloent or malevolent, simply cyclical in creation: there is death in birth and birth in death, but this is beside the point.
Suffices to say here that Billy and Tommy aren't visible or perceived by even the eldest of marvel’s cosmic beings. The twins are literally rifts in the multiverse, for their creation didn’t happen in this or any veil of reality.
