I'm not like, a huge fan of dark Hawks, but I do think an interesting concept is that the Commission covers up a lot of shit for him. They don't approve it, but they definitely can't get him to stop. He'll call his newest handler (very high turnover rate for that position) in the middle night like heyyyyy and his handler has to send out a cleaning crew and if the victim was too noticeable to sweep away, call some corrupt detectives to get them to pin suspect on someone else. Meanwhile Hawks just goes about his day as the #2 hero. When they send him to infiltrate the League, they're not worried about it at all. Obviously Hawks will be convincing because most of it will be true. Worried about him switching sides? No, he wouldn't. They know the fun of it all comes from playing the part as the friendly hero as if people weren't cleaning up his messes on a weekly basis. He loves that, manipulating people and knowing things they don't. Hawk and mouse.
