This is Evric, one of the protagonists of Skaifall. He is a guard for the freak show that Mayla is in. He is one of Mayla's closest and only friends. Evric used to be a royal guardsmen but kept getting demoted because he wasn't considered "pure" anymore; because of his eyes and darkened hair and was too compassionate towards others.
Being a guard for the freak show is one of the lowest ranks you can go, and he is on the verge of being banished.
