Thinking about the possible phonotactics of a conlang with whistles is so fun, you're all missing out, tho I think it's TERRIBLE that my free time coincides with family time AND bedtime. How am I supposed to try to describe the sounds that can or cannot be made with my mouth if I can't make them without being stared at ridiculously
For example, I can say that whistles can function like clicks, in the sense that they can have an "pre-co articulation," like ᵖΩ, ᵗΩ, or ᵏΩ, making a direct whistle just another case of zero articulation, /∅͜Ω/. It's… fascinating. (Ω is utilized here as a Wildcard for any whistle)
After a few hours (I only slept, actually lol), I can say that some of the possible articulations can be described as ᵖʰΩʷ, where the whistle can have an aspirated plosive input with lip protrusion, perhaps also compression? Besides, I would think they are always voiceless.
