Yes and no?
This presumes that Anakin ending up in the Corps would've been something he'd have accepted, or that Obi-Wan would've accepted, for one. I think Obi-Wan probably would've just straight up left the Order with Anakin if the Council had attempted this. And not because Obi-Wan sees anything wrong with the Corps in general necessarily, but because Obi-Wan very clearly is planning to follow in Qui-Gon's footsteps as part of his deathbed promise, so the man is COMMITTED to Anakin becoming a Jedi Knight, no matter what it takes.
This also presumes that Anakin's bias towards the idea of being a KNIGHT wouldn't have kept him from being able to accept being part of a Corps. Yes, he likes flying, and if he hadn't been promised a future as a Knight, I think he'd have been ecstatic to be in the Corps as a pilot. But that future IS something he's promised, so being sent to the Corps is always going to feel like a rejection and a downgrade, and I don't see that going well for Anakin's future. I feel like he'd just bottle up a lot of resentment about it rather than find the positives in the situation he is now in.
Also, one of the biggest things I tend to say when people ask "what would've saved Anakin" is, "Get him away from Palpatine!" And at first glance, this DOES seem to maybe provide that since the people in the Corps are theoretically often off exploring. But it also presumably isolates him quite a lot from the Jedi themselves which opens up a LOT of possibilities for Palpatine to still manage to reach him. It's not like Anakin's location would be a complete secret and Palpatine has plenty of resources at hand to manipulate him from afar.
It also does remove Obi-Wan from his life, and I maintain that Obi-Wan is the healthiest relationship he ever has and one of the very few people for whom Anakin will sometimes try to hold back his anger and be a better person. So taking out that incredibly balancing presence in Anakin's life might mean taking away one of the few (or only) lifelines he has keeping him from falling ass over teakettle into the dark side. It's POSSIBLE he might bond with someone in the Corps who has a similar effect on him, but there's no way to guarantee that.
So, while you can argue that something like the ExploraCorps would've been a good fit for Anakin, I don't really think that actually being sent to the ExploraCorps would've saved him from falling, and it might've even caused him to fall faster.
