We are in "Delta City" which makes this feel like it is actually being more of a DC parody? But it is mostly just a comic books in general parody.

So the bad guy in this "the Hooded Eye" who wound up being Fight Man's first Kid Sidekick who didn't die like thought, and instead came back as a villain determined to take down his old master... and I'd also like to point out that this is like 12 years before Under the Red Hood...
