“Foreign fighters are defined as noncitizens of conflict states who join insurgencies during civil conflicts. This definition does not include belligerents enlisted in a foreign state’s military that is ordered into that conflict, such as German and Italian forces in the Spanish Civil War, foreigners who join another state’s regular military for pay or citizenship, such as French Foreign Legionaries; or employees of private security companies under contract in a state where they are not citizens.”
