I LITERALLY have no idea where this came from, it just appeared????

Okay, the "senor otter pack" has sort of become a mystery, because NO ONE has any idea where it's from, and only a few people actually have it:

it's not from island sanctuary, because some people who never did it have it

it's not from msq because people caught up don't have it

it's not related to the "Posher Otter" minion because people who have the backpack don't have that minion

It's not from PVP because people who don't touch pvp have it

It's not from allied societies because people who don't touch those have it

Is it a weird bug? Seems like it might be tied to an unreleased gold saucer quest
