Fishing Guru, as seen in the “Pocket Monsters” manga by Kosaku Anakubo. While not explicitly named so, this character is doubtlessly intended to represent that game NPC. He appears in Vermillion, where he runs a Pokemon fishing facility. There he borrows Red and co. a fishing rod (in this manga, he does it for money). He also wears a similar hat to his overworld sprite... It may be strange but back in Kanto days, PM was a pretty faithful game adaptation (despite all the comic relief and oddities like “mutated” Pokemon [to the point of unrecognizability] drawn solely based on sprites, which doesn’t really happen from Volume 2 on). It featured Red visiting game locations, meeting game characters, beating the League... Since Hoenn, however, game elements and characters became rarer and the manga just went pure comic relief, with little connection to anything. I guess that’s the point when Anakubo stopped paying attention to the games.
