The flag generator below has (almost all) contingencies covered. Though the design options are on the conservative side.

Unfortunately, one scenario isn't covered: if we grant US statehood to: DC, Puerto Rico, Guam, The Northern Mariana Islands, The Virgin Islands, Samoa, Swains Island, Seranilla Bank, The Palmyra Atoll, The Wake Islands, Alberta, British Columbia, Manitoba, New Brunswick, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island, Quebec, and Saskatchewan.

In case you were wondering about the 'Wyoming' and 'Oregon' toggle options - they refer to the alternative layouts adopted when those states were integrated into the union. See more on those variants in an older post of mine (here), or on the far more comprehensive wikipedia page.
(BTW: If ANYBODY thinks DC residents would let Puerto Rico get statehood before them, they don't know JACK (Evans). Maybe DC needs a "PR" campaign. Get it?!)
