Kotoku Wamura insisted on building the floodgate 51 feet high. Towns near Fudai thought they were protected with their seawalls, some going as high as 33 feet.

But the shorter walls were no match for the tsunami.

One resident of Fudai died... when he went outside the floodgate to check on his boat, during the tsunami.

Kotoku Wamura died in 1997, long before this tragedy, but he was confident his bet would pay off.

At his retirement, Wamura stood before village employees to bid farewell: “Even if you encounter opposition, have conviction and finish what you start.

In the end, people will understand.”

Here is the first CIYS I made for the Creature con. ( There is more to come!) I was super excited to do this one because I have an unhealthy addiction to the effect brushes in my possession.
