but then elena was raised by who? because if victor and Penelope we t back to the army?? and when did berto die?

On Twitter, the writers have said they lived with Lydia and Berto (when he was still alive) while Lupe and Victor were deployed. Then they remain on army bases with Penelope and Victor (which means at least one of them was still enlisted if not both) until their separation. That’s when Penelope moves back into the apartment. I can’t remember off the top of my head when Berto dies but it has been mentioned before. I’ll get back to you on that.
