The lady on the right of the picture there tried (quite stupidly) to move onto Peter and Heather's old lot. Really, I can't see the appeal, and she has a baby and another on the way, and so I cruelly evicted her, and sent Francis to city hall to buy up that lot to prevent it from happening in future.
