when hate acts are performed they are generally prosecuted to the fullest extent of the law with an extra added hate crime tacked onto it which depending on the crime either means a longer sentence or tougher one up to and including the death penalty. Hate speech is (in the eyes of the law) just speech and even the American Civil Liberties Union (the organization that goes after civil rights violations) has defended the KKK's right to demonstrate and have free speech.

There's a difference between hate acts and hate speech. I'm not saying the system is perfect (it's far from perfect) but the law differentiates between the two. 

Usually when hate acts happen it's not the organization that's doing it, but individuals who have made the decisions on their own. Which is why the acts are outlawed but the rhetoric is not.

It had been awhile since he'd heard from either of the Norse twins. Harry was starting to get a bit worried. He grabbed his phone can called Freyr's phone one more time. "Please pick up..." he mumbled into the receiver.
