I guess Sabriel won't be mad about the whole shell-fusing since it wasn't Gabe's fault? Could I return in to her in "near mint condition" even after that haha

Well, technically the shell-fusing is Gabriel’s fault because they used too much power in the shell… but if she’s close to you she’s much more concerned about you at this point and the paperwork can rot because you all have bigger things to deal with. And you can’t exactly return it at all then.

What does Gabriel's fusing with their mortal shell mean for them? Are they no longer able to access Heaven or are cut off from other angelic abilities they used to have? Does it change how the other angels (particular the higher ups) view them?

Gabriel (and subsequently you, the player) is not sure what this means. The immediate issues are:

1. Your wings are hanging out. All 6 of them.

2. Mortal bodies aren’t meant for handling large amounts of Grace. It would literally burn them up.

3. You can still hear all the angels, but you are far more sensitive to them.

4. Angels typically shift into Heaven–they don’t bring mortal shells with them. Mortal shells + Heaven seems like it might not be a good combination…

5. The higher-ups are mostly going: “Gabriel, you really screwed up this time.”

So Gabriel is weaker than the other archangels after she fuses with the shell? Will she always be weaker? Is she still stronger than normal angels?

Since Gabriel cannot wield their full Grace while fused, yes, Gabriel is weaker. As for always, you’ll just have to find out. As for being stronger than normal angels, Gabriel’s combination of martial skill and Grace still means they could beat any normal angel in a fight.

When Gabriel fuses with their mortal shell how much of their angelic abilities/power level do they keep.

They still have the same power level (though they are initially drained from the fusion). However, they inhabit a more fragile body and that body has difficulties with using their abilities and power the same way as they did before.

Will Gabriel be able to switch back to a full angel form after they've been on earth and fussed with their mortal shell?

I’m not entirely sure what you mean by full angel form, as angels’ true forms are malleable and extensions of their will to a certain degree. If you are referring to wings and black eyes, they can still manifest those in a shell, even fused.

As for being fused with the mortal shell: This has not happened before and speculation is that it may make Gabriel mortal. Normally angels who “die” reform over a long period of time in heaven unless their souls have been consumed but Gabriel is now stuck in a mortal body. They aren’t sure what to do with a fused angel.

All that being said, they will be able to learn tips and tricks from various factions that allow them to do things like tuck their wings into a higher plane of existence, restore their innate angelic strength, and other things that are more like their original form.

I'm sorry to bother you but what dos fusing with our shell mean . Does that mean we are blocked in our shell forerever ?

This is a permanent effect. However, you will be able to learn how to, essentially, tuck your wings away into another plane of existence. Walking with wings in a human world can be awkward, to put it mildly.
