The option is unlocked by whose alliance you prioritize and how close you are to the members of that faction. You do not have to romance them, but you do have to be very good friends with them. This can be difficult if you are romancing someone from a different faction.

So Gabriel is weaker than the other archangels after she fuses with the shell? Will she always be weaker? Is she still stronger than normal angels?

Since Gabriel cannot wield their full Grace while fused, yes, Gabriel is weaker. As for always, you’ll just have to find out. As for being stronger than normal angels, Gabriel’s combination of martial skill and Grace still means they could beat any normal angel in a fight.

I'm sorry to bother you but what dos fusing with our shell mean . Does that mean we are blocked in our shell forerever ?

How can we become a were- something if we are an angel? Would we be more powerful than a regular were-?

Already talked about this here. It is possible because technically your shell is human.

Not saying it’s going to work as intended, and not going to talk about power because no one is sure what happens to your power level after you merge with the shell. You’ll just have to play it when the game gets there and see~ (Which won’t be until the second book, so there’s a long wait ahead)
