There's a possibility he has never known what to do, that he has always been wrong, but whether or not that is the case, now he knows for certain that nothing is certain. Least of all himself. He's grasping at straws, sure only of the fact that something is wrong but not knowing if he is even capable of fixing it - let alone what to do.

       He is unraveling. But he is not the only one        and that is what matters.

Everything that is (was?) Finnick Odair is fraying ends and shots in the dark. He has to hope that he is doing the right thing because there is nothing else he can do but take her by the shoulders, meether gaze, and attempt to convey sincerity with eyes that are probably not reassuring at all.
