Perhaps you should remember, the United Forces have to pass a referendum, and with both Water Tribes wishing to defer from an international peace keeping entity intervening on this event, and possibly adding thousands more in the crossfire between the spirits humans. Even then, that would also require a declaration of war from the other nations, would it not? Getting involved in a civil war is a risky business.
And I do not want casualties.
The moment your forces get involved, so too will casualties arise.
So. Is this what you want? Injuries, death, suffering? If anything happens, I want it done peacefully and quickly. When you want to take the peace of mind of the populous away, you go right ahead and come intervene.
But ask yourself. Are you really keeping the peace if your diplomacy ignores the will of your united forces leaders?
