They met at one of the Bad Randoms concerts and Surge said "I think your lifeguard skills are pretty cool" because he also likes saving people.
They literally like long walks on the beach because Buzz is a dino and Surge likes being buried in the sand for some reason.
A conflict they have is that Buzz's mom attacks Surge's city and is killed for an entire weekend once a month (Super City Rampage) but they work through that somehow.
They also take Boone and Max for a run around the park at the same time.
