wait i think i also have to elaborate. harrow and wisp are two of my favorite frames lore wise big time. this is coming out of a place of "oh my god theyre never getting a good protoframe. i need to kill something" I DONT HATE THE FRAMES!!

YES SO... its a bit of a long story but basically, he had a bad habit of being a little obsessive w the "demo", which I've canonized into Loid testing the transference stream of a mission that has already happened. so Frey has just been haunting Arthur over and over again, but somewhere along the lines he gets this absolutely brilliant idea that "hm. what if I joined scaldra but get this. i double cross them."
Frey can drip-feed them information that he has on the hex, and that's why it seems like they always know where they are going to be on each mission. And when Arthur sees Frey for the time he immediately recognizes him by his void energy signature, its almost like Frey had wanted to make it obvious to be known. He immediately recognized it as the same energy that's been around in his brain. and it instantly makes Arthur think that the Scaldra have been stealing the hex's intelligence for months, and he was the reason why information been leaking, and he is obviously pissedddd about it (hell, maybe goes to eleanor to ask if she can like. idk. psychically protect him or something lol)
This is just how Frey's brain works unfortunately, he finds this fun and the most efficient way to go about things, since its always how he's done things: Get in, make people trust you, get out with information to betray and use against them to the highest bidder. He wasn't afraid of making plenty of enemies like this (cough. he did this a lot in TNW, making literally all five of the syndicates OTHER than Suda hate his guts LMAOOO esp Steel Meridan. they hate his lying ass)
While he was in scaldra, he volunteered himself a lot for scouting and spying missions, which means hes spent plenty of time stalking around the mall being invisible, he's almost been caught a few times, but its like he wanted to.
Anyways, he eventually figures he has enough information to last the Hex and ensure their survival and victory, so Frey just. literally shows up right outside of the mall. Hands raised and fangs grinning, saying that he's going to surrender. Everyone kind of just squints at him and look at each other, because Frey is literally still just in his Scaldra uniform, but his Sirocco is in the air with his hands. They make Amir search him but he's clear of any other weapons or explosives, and with how badly their mission luck have been going... They kind of need all they can get.
This, of course is to the agreement of everyone BUT Arthur. Arthur knows. He knows Frey was the one haunting him, that voice in his mind telling him to do what ever morally abhorrent thing it can think of. And he is PISSEDDDDDD that everyone else outvoted him in a majority and now this DICKHEAD is in the mall with them.
Arthur is so so sure Frey is here to befriend everyone and isolate them from him, so Frey can manipulate everyone against him. Arthur is sooo fucking neurotic about this whole situation you see. hes so convinced that he's still a Scaldra agent, despite everyone else having already grilled him and Frey letting Eleanor dig around in his brain and her saying that he's telling the truth. Arthur's anxious ass does NOT trust Frey!!!!!
