Otonashi Ryouko is quite intriguing. 

I wonder what made my father accept a girl into the academy who struggles with even remembering her own name.

She's an analysis. She's being studied by Matsuda Yasuke. (She also takes a petty adoration towards him. And by adoration, I mean full on teen love affair.) Yet, while being studied by Matsuda-kun, she is an excellent analyst. She can accurately predict events based upon her notes.

Perhaps when she had a stable hold on her memories, she was just too dangerous to handle.

Only way too many! Kunshu is the first to come to mind — I couldn’t believe that a wonderful writer and Gundam had followed tiny little me who was still trying to grasp on to, well, everything. The admiration I have for Mani’s writing is on a complete other level and just agfsg.
